With the Quad historically serving as a key conduit for MENA outbound capital into Indo-Pacific growth markets, and a major source of inbound foreign direct investment into regional digital and physical infrastructure, any erosion of its coordination framework directly threatens to disrupt nearly $300bn in committed and pipeline cross-border transactions linked to Quad member economies.
Sovereign capital allocators across the Gulf Cooperation Council, which collectively manage $4.8 trillion in assets under management, have allocated more than 18% of their outbound investment portfolios to Quad member markets over the past five years, with concentrated exposure to US semiconductor supply chains, Indian digital public infrastructure, Japanese green hydrogen initiatives, and Australian critical minerals assets. MENA’s $7.2bn annual venture capital market, which has expanded at a 38% compound annual growth rate since 2020, relies on follow-on capital from US West Coast venture funds, Indian SaaS-focused institutional investors, and Japanese corporate venture arms for 60% of late-stage startup financing, particularly in sectors including artificial intelligence, fintech, and defense technology where Quad members maintain strict export control and investment screening regimes. Regional tech infrastructure projects including Saudi Arabia’s NEOM AI data clusters, the UAE’s G42 sovereign AI compute initiatives, and Egypt’s $6bn national digital public infrastructure rollout have secured vendor contracts and technical partnerships with Quad-headquartered firms including NVIDIA, Tata Consultancy Services, SoftBank Group, and Rio Tinto. Beyond direct capital flows, a loss of Quad momentum will accelerate MENA sovereigns’ push to deepen indigenous technology stacks and regional infrastructure integration, with the Gulf’s $1.5tn collective infrastructure spend through 2030 now prioritizing localized supply chains for critical tech and green energy assets over reliance on Quad-sourced vendors. Institutional investors across the region are already reallocating 5-7% of Quad-linked portfolio exposure to regional private credit and infrastructure funds, a shift that will reshape the competitive landscape for MENA’s non-oil growth agenda while reducing exposure to extra-regional geopolitical volatility.
