The Redmond-based group’s potential retreat from the rigorous hourly standard—which requires 100% of grid-sourced energy use to be matched by clean power in the same hour, a far more stringent requirement than the annual matching targets that rely on accounting offsets for fossil fuel use—comes as it races to build AI data center capacity across the Gulf, where it has committed to 12 new facilities in Saudi Arabia, the UAE and Egypt since 2024. The pivot would upend the commercial logic for MENA’s $42bn pipeline of green-certified data center projects, which rely on hourly matching offtake agreements to secure subsidized land, tax holidays and below-market power tariffs from host governments. Microsoft has declined to comment on the internal debate over hourly matching, stating only that it will maintain its annual clean energy matching goal, a lenient framework that regional regulators have already warned will not qualify for green subsidies in the Gulf starting in 2027. Microsoft’s plan to partner with Chevron and Engine No. 1 on a 5 gigawatt natural gas plant in West Texas—part of a broader hyperscaler shift back to fossil fuels to meet AI compute demand—signals a similar tradeoff is looming for MENA markets, where rapid data center buildout is already straining national grids in Saudi Arabia and the UAE. Venture capital flow into MENA climate tech, which hit a record $4.7bn in the first half of 2026, has been bolstered by the promise of anchor offtake deals with big tech for grid-scale storage and distributed solar projects; any dilution of Microsoft’s green targets would weaken that pipeline, forcing regional VCs to reweight portfolios toward conventional power generation assets to meet unfunded AI infra demand.

Unlike US markets where public opposition to data centers has centered on water use and local pollution, MENA regulators have made green co-location a precondition for foreign tech investments, with Saudi Arabia’s Vision 2030 and the UAE’s National AI Strategy both mandating net zero-aligned digital infra by 2030. Public opposition to data center projects has already emerged in markets including Morocco and Jordan, where local communities have raised concerns over water consumption for cooling and increased power prices for residential users, risks that Microsoft’s hourly matching commitment was deployed to mitigate in permit applications. Internal debates at Microsoft over the hourly target are reportedly tied to a cost-benefit analysis of its long-standing internal carbon tax, a mechanism that regional sovereign co-investors have pushed to adopt across all Gulf-based JVs to align with their own net zero tracking frameworks. A retreat from hourly matching would strip Microsoft of its primary leverage to secure social license for its Gulf data center builds, exacerbating permitting delays that have already pushed back three Saudi-based projects by 12 to 18 months, while forcing regional authorities to revise incentive frameworks that have attracted $126bn in planned digital infra investments through 2030.
