Saudi Arabia has emerged as a global leader in artificial intelligence, securing the top position in security, privacy, and cryptography disciplines, while also achieving the highest female representation among AI inventors and authors at 32.3%. This dual distinction underscores the Kingdom’s strategic commitment to building a world-class AI ecosystem underpinned by robust technical capabilities and inclusive innovation policies. The achievement is particularly notable given the persistent gender disparity in the global AI sector, positioning Saudi Arabia ahead of advanced economies such as Australia and Canada.
The scale and speed of Saudi Arabia’s AI talent accumulation further reinforce its competitive positioning. Between 2019 and 2025, the Kingdom recorded the fastest global growth in its share of AI talent, with more than a 100 percent increase, reflecting both successful domestic reskilling initiatives and a positive net inflow of specialized expertise. With over 80 percent of employees actively using AI tools in the workplace—one of the highest adoption rates among emerging economies—the Kingdom is embedding AI deeply into its labor market, supported by high levels of public trust in the technology.
Strategically, Saudi Arabia is deploying significant sovereign capital to translate global leadership in metrics into structural competitive advantage. A $5 billion investment in an AI “Zone” by Amazon Web Services andprising the state’s HSR stake and solidifying the Kingdom’s role as a regional AI infrastructure hub. These moves align with Vision 2030 objectives to diversify the economy and establish Saudi Arabia as a premier destination for AI development, venture capital deployment, and enterprise digitization. As MENA markets race to future-proof their economies, Saudi Arabia’s trajectory suggests an emerging model of state-driven, innovation-led growth, underpinned by institutional capital, talent attraction, and inclusive technical capacity.
