The Saudi Vision 2030, a transformative economic roadmap, has reached a pivotal milestone as it transitions into its third and final phase. The announcement comes from a comprehensive annual report, unveiling the Kingdom’s institutional progress, economic diversification, and implementation strategies. This phase marks a growing maturity in the execution of Vision 2030’s objectives, with an impressive 93% of key performance indicators meeting or surpassing targets in 2025. This statistical evidence underscores a successful continuum of economic initiatives, with 935 projects completed out of the 1,290, and more than 2,200 reforms and measures executed across the initial phases.

Economically, the Kingdom has made significant strides as Saudi Arabia’s nominal real GDP reached $1.31 trillion in 2025, with a notable 4.9% growth in non-oil GDP, which contributed to 55% of the total. The private sector has been a driving force for the Kingdom’s economic growth, with a GDP contribution of 51%, $660.5 billion worth of output, up from 44% at Vision 2030’s inception. Foreign direct investment inflows have also experienced a surge, increasing fivefold to $35.5 billion since 2017, an indicator of the Kingdom’s attractiveness to global capital and international companies establishing regional headquarters. The Public Investment Fund’s assets have nearly quintupled, indicating a robust economy and a strategic fund growth aligned with the Kingdom’s Vision.

Non-oil economic development is not solely a financial metric; it extends to social and infrastructural dimensions as well. Saudi Arabia is witnessing a surge in small and medium enterprises (SMEs), with over 1.7 million commercial entities putting into motion the entrepreneurial spirit of change. Women’s participation in the workforce, now at 35%, alongside their ownership of 48% of commercial registrations, is setting a benchmark in gender inclusivity and empowerment. The tourism sector has seen a thriving expansion, with record-breaking visitor numbers and a total spending of $81.1 billion. The report reflects a robust commitment to educational achievements and healthcare improvements, attaining life expectancy near the 2030 target of 80 years. Environmental initiatives, including tree planting and renewable energy capacity expansion, underscore a forward-thinking approach to sustainable development.
